Born in February 1947, he was admitted to Hebei Light Chemical Industry School in August 1963. In February 1998, at the Second People's Congress of Taocheng District, he was elected as the Deputy Director of the Standing Committee of the District People's Congress, a representative of the Second People's Congress of Hengshui City, and a representative of the Ninth People's Congress of Hebei Province.

In September 1999, he was rated as "an important contributor to the development of China's rubber industry" by three units including China Rubber Association, the only one in Hebei Province.

In 2000, he was commended as "Outstanding Entrepreneur in Hebei Province" by the Hebei Provincial Party Committee and Provincial Government; was rated as "Outstanding Party Worker in Hebei Province"; in November, he received "Special Allowance from the State Council".

In 2000, Dongfeng Group realized profits and taxes of 30.157 million yuan. To this end, Hengshui City and Taocheng District held a grand celebration meeting on January 5, 2001, "Dongfeng Group's profits and taxes exceeded 30 million".

In March 2002, he resigned as the general manager of Hengshui Rubber Co., Ltd., considering the long-term development plan of the company. In February 2003, he resigned as chairman and general manager of Dongfeng Group and chairman of Hengshui Rubber Co., Ltd. He was in charge of Hengshui Rubber Co., Ltd. for 18 years, and the annual output value increased from 3.9 million yuan to 157 million yuan, an increase of 40 times; the annual profit and tax increased from 563,000 yuan to 18.47 million yuan, an increase of 32 times.

In February 2003, he was elected as the representative of the third Taocheng District People's Congress, and served as a member of the Taocheng District People's Congress Standing Committee.
